hsetroot software package provides tool for composing root-pixmaps for X11, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install hsetroot
hsetroot is installed in your system.
Make ensure the hsetroot package were installed using the commands given below,
$ sudo dpkg-query -l | grep hsetroot *
You will get with hsetroot package name, version, architecture and description in a table
